William C. Weaver is a highly accomplished healthcare executive with over 37 years of progressive behavioral healthcare experience in clinical and administrative roles. Holding a Master of Business Administration and have the distinction of being a Fellow in the American College of Healthcare Executives, he currently is the owner of Second Mile Group, a healthcare consulting firm located in Bossier City, Louisiana. He recently retired after 20 years as the Group CEO for Universal Health Services, having overseen operations at Brentwood Hospital and clinics, supervising River Oaks facility CEO/COOs as well as Springwood Hospital for 2 years, and managing a combined $100M net revenue and 420 beds across three hospitals and clinics in Louisiana and Western Arkansas. Mr. Weaver has successfully realigned territories to focus on Louisiana and has been instrumental in developing strategic opportunities, including a Joint Venture Hospital with a non-profit system, expansion of ambulatory behavioral health centers, and collaboration with Willis-Knighton Health System for a new psychiatric residency program.
As the CEO/Managing Director of Brentwood Hospital in Shreveport, LA, from May 2013 until August 2026, he led a 260-bed regional acute behavioral health hospital with a $65 million net revenue budget, overseeing a diverse staff of residents, fellows, APRN, PA, RN, and SW. His previous role as CEO/Managing Director for Dover Behavioral Health System in Delaware involved transforming an 80-bed acute behavioral health hospital and spearheading expansion projects, including the opening of a satellite ambulatory care facility.
With experience at Bradford Health Services, beginning with various counseling positions, serving as a utilization review coordinator, business office manager, and Executive Director, Mr. Weaver was promoted to serve as the Corporate Director of Development. In that role he selected, developed and managed ambulatory behavioral health programs in multiple states.
Education-wise, Mr. Weaver holds an MBA from Samford University and has pursued graduate studies in counseling at Montevallo University. He earned a Bachelor of Science from Athens State University.
In 2026 Mr. Weaver passed the Governing Board exam of the American College of Healthcare Executives to earn is Fellowship (FACHE) after having been a member of the ACHE since 2003. In addition, he was selected by the Leadership Louisiana Health Fellows Inaugural class.
In addition to his professional achievements, Mr. Weaver has demonstrated commitment to community involvement, serving on the board of directors for St. Luke’s Medical Mobile Mission and actively participating in organizations such as Shreveport Rotary, Restore Historic Highland, United Way, St. Luke’s Medical Mobile Ministry, Committee of 100 Shreveport – Bossier, and Leaders for a Better Louisiana. His volunteer work extends to various agencies, reflecting a strong dedication to social causes and community development.
