As President and Chief Operating Officer, William Lemoine has served in various  capacities for general contracting and construction management services over the last twenty-five years. He has extensive  hands-on experience in both private and public sector work and with a wide range  of project delivery models including Construction Management at Risk, Design Build,  Design Assist, and P3 Partnerships, Program Management, among others. A third-generation builder, William grew up in Avoyelles Parish around the family  business, The Cottonport Lumber Company, a retail lumber yard founded by his grandfather, Louis L. “Hoss” Lemoine, in 1935. The retail lumber yard assets were sold  in late 1979 at which time William’s uncles and second-generation builders, Lenny  and Tim Lemoine, founded The Cottonport Company, Inc. The firm relocated from  Cottonport to Lafayette, Louisiana in late 1983 and the name of the company was  changed to The Lemoine Company, Inc. in support of a formal transition from the  original business. 

Called to serve his country, William joined the Army National Guard, actively serving  from 1991 – 2000. During his military career, he served as a helicopter technician and  crew chief as a non-commissioned officer. William received a Bachelor of Science in Construction Management from Louisiana State University in 1997 and upon  graduation, began his construction career in New Orleans where he developed his  acumen in project management and estimating skills for clients like Ochsner and  Entergy. 

In 2002, William relocated to Lafayette to join the family business. Serving in multiple  capacities through his 20+ year tenure with the firm, William began as Project  Manager, gaining increasing responsibilities before transitioning to Vice President in  2013. In 2016, LEMOINE evolved to offer a full suite of services to complement its core  building construction business including disaster services, infrastructure, and program  service lines. Following this transition William later moved into the role President and,  subsequently Chief Operating Officer of Construction leading all construction  business from LEMOINE’s New Orleans office. 

William is a firm believer of relationship-driven partnerships and understands they  are the foundation on which successful endeavors are built. Through this  relationship-focus model, LEMOINE has garnered an 80% repeat customer base, a testament that partnerships built on solid relationships lay the  framework for future success.

He is committed to employee growth and is an  avid promoter of company sponsored leadership training and strategic planning  initiatives which generate individual empowerment and opportunities for  advancement. William continues to invest in his own long-term personal growth and  development by actively participating in a range of leadership education programs  and is a proud graduate of the Stagen Institute’s Integral Leadership Program LEMOINE has been a part of industry leading giant Engineering News Record’s (ENR) Top 400 Contractors list consecutively since 2011, currently ranked by its $600+  million revenue at #186 nationwide and #32 regionally which comprises Texas, Louisiana, Mississippi, Arkansas, and Oklahoma. The firm has also received numerous  top safety awards through ENR. 

The firm provides philanthropic outreach through it’s Built to Serve initiative, distributing an average of over $100K annually primarily supporting the company’s 3  key initiatives of those fighting and surviving cancer, disadvantaged youth, and  members of U.S. Armed Forces and their families, among others. 

William is an active and passionate community member throughout the Louisiana  region and is affiliated with numerous professional and philanthropic organizations.  He currently serves on boards for GNO, Inc., Delgado Community College Foundation,  and AMIkids. 

William has been married to his bride, Candace, for over 20 years. They reside in  Uptown New Orleans and have three children, Mylie, Matthew, and Liam. William  enjoys his time traveling and at the lake with his family, cooking for friends and  family, waterfowl hunting, and helping others.
